Transportation Requirements and Transportation Discipline Policy

Student Transportation Requirements

In accordance with state law, N.J.S.A. 18A:39-1, all public elementary school students (grades K-8) who live more than two miles from their school and all public secondary school students (grades 9-12) who live more than two-and-a-half miles from their school are entitled to transportation. These students are said to live "remote from school." Whenever a school district is required to provide transportation to students attending regular public school programs, students attending nonpublic schools who meet those distance requirements may also be entitled to transportation services. In addition, any student classified with special needs who either meets these distance requirements or for whom transportation is required in the student's Individual Education Plan must be transported.

How is the distance between a student's home and school measured?

Measurement is made by the shortest distance along public roadways or walkways between the entrance to the student's home and the nearest public entrance of the school building. This measurement is for eligibility purposes only and is not necessarily the travel path to or from school.

My Child has an IEP, do they automatically receive Transportation?

Not necessarily. In the past, as a courtesy, the Camden City School District extended transportation services to all students with an (IEP) Individual Education Plan. However, the district is operating in accordance with the state law regarding student transportation services. Unless the student’s (IEP) specifically calls for transportation services as a requirement, transportation will not be provided.

What about transportation for 504 Plan Students?

504 Plan Transportation Services are rendered when a student has a legitimate medical need for transportation services.

The 504 Plan must be renewed each school year in the Nurse’s Office. Transportation requests are year to year and do not roll over.

What about transportation for Homeless Students?

Students who are displaced/homeless will be provided with transportation services in accordance with state law -  N.J.S.A. 18A:39-1. This is arranged through the Camden City School District's Office of Human Services.

What is Courtesy Busing? What about Special Exceptions?

Courtesy Busing/Special Exception Transportation is extended on a case by case basis to students who do not meet the over 2 mile requirement. Please be advised, very few courtesy busing/special exception requests can be approved by the district.  Most schools have very few empty bus seats that could be given as a courtesy to walkers with special exceptions. Families should expect to hear back on the first round of decisions by early October.  The number of available bus seats cannot be determined with accuracy until after the month of September. Please note: requesting courtesy busing /special exception busing does not automatically mean you will receive transportation services.

Transportation Discipline Policy

In the interest of student safety, it is important that students follow the bus rules and listen to directions of the bus driver. Improper behavior jeopardizes the safety and well-being of all students on the bus. Transportation is a privilege and should be treated as such. Failure to comply with bus rules will result in the following administrative actions:

1st Offense – Parent Contacted/Warning Letter

2nd Offense – Parent Contacted/2 Day Suspension from Bus

3rd Offense – Parent Conference/1 Week Suspension from Bus – (5 consecutive days)

4th Offense – Loss of Transportation Privileges – (For the remainder of the school year)

It is the parent/guardian’s responsibility during the time of transportation suspension to transport the child to and from school. Any absences during the transportation suspension period will not be excused without proper documentation and at the Principal’s discretion.
